In the blog, we already looked at how to say what season, month, day of the week, and what time is it. Now we’ll talk about how correctly say the exact time, name the hour and minute.
To find out the exact time, you need to ask "Сколько времени?" or better "Который час?" / "What time is it?".
And if you want to find out at what time something happened, you need to ask "Когда?" / "When?" or "В котором часу?" / "At what time?".
The table presents options for designating the exact time in the conversational style of speech.
As you can see, in the conversational style of speech, constructions with the words "час, минута" in the Nominative, Accusative and Genitive cases are used to express the exact time.

In a construction with the words “четверть” and “половина”, the approximate time is impossible to say.
And, of course, the approximate time is typical for the conversational style of speech.
Conclusion: To indicate the exact and approximate time, special constructions are used that are characteristic only for the conversational style of speech. But such constructions are common, as Russians like to use them in speech.
